Country Strategy Paper Flanders - Mozambique 2021 - 2025
On 28 May 2021, the Government of Flanders approved the fourth Country Strategy Paper for development cooperation with Mozambique. In doing so, Flanders once again gives depth and perspective to this cooperation for the next five years (2021-2025). Flanders developed the Strategy Paper in consultation with the Mozambican government and government. It is also based on a survey of the broad Flemish civil society and on the evaluation of the implementation of the previous Country Strategy Paper (2016-2020). Flanders and Mozambique will continue to focus on the health sector.

Grant for APOPO for expansion project fast TB detection to COVID-19, Mozambique, 2020
Project: extension project fast TB detection to COVID-19 detection in Mozambique Beneficiary: APOPO asbl Amount: 599,970 euros Duration: 15 months (from October 2020) APOPO has been a partner of the Flemish development cooperation in Mozambique since 2009. The organization has been working on TB detection in Maputo since 2013 and has an extensive network of local partners, a good infrastructure and experienced staff. An important problem in the fight against Covid-19 is the very limited testing capacity in the African region. More laboratory capacity is also urgently needed.

Project: protection staff of AfriCoVER project Beneficiary: Institutio Nacional de Saude Mozambique (INS) Amount: 87,000 euros Duration: 12 months The AfriCoVER project aims to better understand the transmissibility and epidemic spread of COVID-19 in Mozambique and Sub-Saharan Africa. This way, medical and preventive resources and strategies can be used more effectively and efficiently. For Sub-Saharan Africa, it is important that the role of other infectious diseases such as TB and AIDS, of specific social interactions and of asymptomatic infections is also examined.

Country Strategy Paper Mozambique 2016-2020
On 21 April 2016, the Country Strategy Paper (CSP) for Development Cooperation between Flanders and Mozambique was approved by the Government of Flanders. The health sector will remain at the heart of cooperation with Mozambique; the Government of Flanders aims to commit annually € 5 million to this cooperation. However, both governments have agreed to place an additional focus on adolescents (10 – 19 years) and more specifically on adolescent girls, as Mozambican teenage girls are very vulnerable in terms of sexual and reproductive health and rights.

Through training, data analysis to support decisions in health posts and by increasing the demand for SRHR services through a communication campaign.

Project: Health, Education and Adolescents Rights in Mozambique Beneficiary: Ariel Glader Foundation and União a Vida Amount: 880 366 euro Duration: 2020 - 2023 Strengthen the health system and its human capacity, and the service and development of education and health programs, both with strong involvement of adolescents. Via a mobile “adolescent-friendly” health service, both health workers are trained and direct health services are offered.

Project: Organisation of a training in Mozambique for the capacity building in Africa on underwater cultural heritage Beneficiary: Unesco Amount: 92.650 USD Duration: 2019 – 2020 This project aims to improve the protection and management of maritime and underwater cultural heritage in the African countries, within the framework of the principles and standards of the UNESCO 2001 Convention on the Protection of the Underwater Cultural Heritage. A regional training course is planned on legal protection and practical management of underwater cultural heritage.

Project: “Realizing younger adolescents’ sexual and reproductive rights” Beneficiary: The Intenational Centre for Reproductive Health Mozambique (ICRH-Mozambique) Amount: 1.119.810 euros Duration: 2018 - 2021 The project is based on existing partnerships and experiences between Flanders and ICHR-Mozambique. The aim of the initiative is to focus on young adolescents and to increase the sexual education of this group. The direct target group consists of 5000 girls and 5000 boys between 10 and 19 years.

Beneficiary: Red Cross-Flanders Amount: 2.500.000 euro Period: 2018 - 2020 Mozambique and Malawi are one of the most vulnerable countries to climate change due to extreme droughts, flooding and storms,... Climate change has a strong impact on the quality of peoples’ lives and the socio-economic conditions of the population are under pressure. International Red Cross-Flanders will focus on strengthening local Red Cross and Red Crescent sections in Malawi and Mozambique. Red Cross wil cooperate directly with local institutions.

Project: allocation of an independent expert public finance to the Ministry of Health (MISAU) Beneficiary: BTC (Belgian Development Agency) Amount: 694,950 euros Duration: 2017 - 2020 Since 2013, Flanders finances an expert public finance to support the ministry of Health and to coordinate the GTAF working group. The GTAF is the forum to investigate and discuss the Public Finance Management of the Ministry of Health (MISAU / DAF). The GTAF is responsible for following up financial management and for the dialogue between the donors and the ministry.
